Create a Way to Transition People on Unemployment Compensation Back to Work

Sometimes people will not take a job because it pays less than their unemployment compensation check. A program should be created that would allow for unemployment compensation to reduced should people be willing to take a temporary position that would pay less than unemployment compensation.
